Demand without supply

The tale of irregular spending caused by the collusion between private sector and government officials such as in the case of Zaldy Co, Janet Lim Napoles, among other business persons with strong connections inside government, is a case of skewed economics wherein there is demand and expenditure, but there is no supply.

At its detritus state, it is probably best described as diabolic or ghost economy of scale, while being still highly quantifiable.
